Dervish Mustafa Pasha, who was the governor of Vidin, has been appointed commander-in-chief of 80,000 men who are to campaign in Morea during the next expedition. Rashid Pasha has become the new governor of Vidin, and Dervish must proceed to Larissa. Many envoys from the Porte have been sent to the provinces of the Empire to gather troops to confront the Greeks. The ships of the Ottoman fleet require extensive repairs, and a fire at the shipyards has caused significant damage.
